I HAVE received your despatch No. 64 of the 21st February last, reporting the representations made by you to the Chinese Government concerning the illegal interference of li-kin officials in Yünnan with goods sent into the interior under transit pass.

I have to express to you my approval of the terms of the note which you addressed to the Board of Foreign Affairs on the subject.
